The project & laquo; Creation of automated information system of the state land cadastre RK & raquo; realized in the period from 2002 to 2007.

project is being implemented in three phases:

  1. Stage I & ndash; 2002-2003,;

  1. Stage III & ndash; 2005-2007,.

 

The project is infrastructural in nature and is an economically highly effective from the standpoint of the State budget for direct and especially indirect cash flows.

 

The main goal of the project is the improvement of the system and management methods, the introduction of effective mechanisms for coordination and control in the country, it is possible to realize with the conditions for the systematic and consistent implementation of the state policy to ensure efficient use of land, actively involve it in the economic circulation and stimulation of investment activity in the land market in order to meet the needs of society and citizens through the implementation of state land cadastre of the automated system.

The main objectives of the project are:

  • development and improvement of the regulatory framework of state policy in the area of ​​state land cadastre;
  • the formation of the Republic of Kazakhstan of modern methods of conducting the state land cadastre;
  • setting to the state cadastral registration of land plots of all forms of property and related real estate objects in the process of work on the inventory and assessment of land, creation of automated databases of cadastral registration of facilities;
  • deployment in public institutions for management of state land cadastre software and hardware systems, modern domestic information technology and software, information security tools that provide the automation of the processes of formation, accounting, valuation of land;
  • to ensure compatibility of information systems related to the formation, public accounting, technical inventory, assessment, registration rights, taxation, management and disposal of land and property, and the creation of electronic information exchange systems between them;
  • the organization and conduct of training and retraining, providing state cadastral registration of land cadastral valuation of land.

The system measures implemented within the framework of the project, linked to the stages and deadlines, volumes of financing and provides a continuous process of differentiation of state ownership of land with the simultaneous formation of the database of the State Land Cadastre, the reform and regulation of land relations.

Creating and ensuring the effective functioning of such a large-scale geographically-distributed system as the AIS SLC, under tight restrictions on the financial, logistical and human resources may be carried out only in stages, using a program-targeted planning and management methods.

Therefore, provides for the phased deployment in the field of software and hardware complexes of conducting the SLC, the introduction of new automated technologies cadastre and conducting EGRZ, works on inventory and surveying the land, the creation of thematic digital cadastral maps.

An indispensable condition for this is to carry out mass education and retraining of specialists of territorial bodies of the Agency of RK on Land Management on the basis of deployed infrastructure of specialized training centers.

As a primary step solution to the complex of organizational and technical tasks for the deployment of AIS SLC provides the initial stage of implementation of the subsystems of the AIS SLC at most prepared areas (regional, city and district), with inventory of land and planning and cartographic material and give the most benefits the implementation of fiscal functions of the SLC. After the initial stage of the tasks planned for clarification of regulatory basis SLC and go to the mass introduction of the exhaust phase of typical solutions and technologies common to reference SLC deployed software and hardware complexes. Based on the established infrastructure will be carried out works on filling relevant information databases AC SLC and communications integration of all system segments into a single unit.
